Best Areas to Live in Penang for Families (2025–2026)

Choosing where to live in Penang is one of the biggest decisions a family can make after moving to the island.

At first glance, many neighbourhoods may seem relatively close to one another. But once you factor in school drop-offs, commuting, traffic, groceries, restaurants, shopping, housing costs and the general feel of a neighbourhood, the best place to live can be very different from one family to another.

For families with children attending international schools, the location of the school should probably be one of the first things you consider.

There is no single “best” neighbourhood for families in Penang.

A family with children attending a school in Tanjung Bungah may have completely different priorities from a family whose children attend school in Bayan Lepas or Balik Pulau.

In our experience, the most important questions are:

  • How close do you want to be to your children’s school?
  • How much do you value restaurants, shopping and grocery stores?
  • How much are you willing to spend on housing?
  • Do you prefer a quiet residential neighbourhood or a more urban environment?
  • How much daily traffic are you willing to tolerate?

For us, traffic is a particularly important factor in Penang. The island’s geography and road network mean that a neighbourhood that looks close on a map can feel surprisingly far away during school and commuting hours.

Why Your Children’s School Location Matters So Much

Penang has international schools spread across different parts of the island rather than concentrated in one single education district.

For example, Dalat International School is in Tanjung Bungah, while POWIIS operates campuses in both Tanjung Bungah and Balik Pulau. Tenby Schools Penang is also located in Tanjung Bungah.

Further south, Straits International School is in Bayan Lepas, close to Penang International Airport, Queensbay Mall and the Free Industrial Zone. Fairview International School is also in Bayan Lepas.

Meanwhile, Stonyhurst International School Penang is located in Tanjung Tokong.

This means that choosing your home before choosing your school can sometimes create a surprisingly difficult daily commute.

For families with young children, saving 20–30 minutes each way on a school run can make a major difference to everyday life.

1. Tanjung Bungah

Best for: International-school families, quieter residential living and access to the beach

Tanjung Bungah is one of the first areas many international-school families consider when moving to Penang.

Several international schools are located in or around this part of the island, including Dalat International School, Tenby Schools Penang and the Tanjung Bungah campus of POWIIS.

That makes Tanjung Bungah particularly attractive for families who want to minimise school commuting.

Compared with Tanjung Tokong, Tanjung Bungah generally feels more residential. Families can find condominiums, landed homes and properties with more of a traditional residential feel.

Another attraction is access to the coast and outdoor activities. Families who value swimming, tennis, beaches and a quieter environment may find Tanjung Bungah particularly appealing.

Why families choose Tanjung Bungah

  • Excellent access to several international schools
  • More residential atmosphere
  • Good access to beaches
  • More options for landed housing
  • Strong community of international-school families
  • Good balance between northern Penang and George Town

Potential drawbacks

The trade-off is that Tanjung Bungah does not offer quite the same concentration of shopping, restaurants and large grocery options as Tanjung Tokong and the Gurney area.

For some families, that is a positive. For others, especially those who want to walk or make short trips to restaurants and shopping centres, it can be less convenient.

Our experience: If school commute is your number-one priority and your children attend a school in this part of Penang, Tanjung Bungah deserves to be very high on your list.

2. Tanjung Tokong

Best for: Convenience, restaurants, groceries and modern condominium living

Tanjung Tokong feels quite different from Tanjung Bungah.

It is denser, more urban and more focused on condominium living. There is a strong concentration of restaurants, cafes, supermarkets and everyday services, while Gurney Plaza and Gurney Paragon are also easily accessible.

For many families, particularly those who prioritise convenience, this is a major advantage.

Tanjung Tokong has also become increasingly interesting for international-school families because of Stonyhurst International School Penang, which is located in the area.

The area has a large selection of newer and more luxurious condominiums, although this convenience often comes with higher housing costs compared with some other parts of Penang.

Why families choose Tanjung Tokong

  • Excellent access to restaurants and cafes
  • Very good grocery and shopping options
  • Close to Gurney Plaza and Gurney Paragon
  • Strong selection of modern and luxury condominiums
  • Convenient for commuting toward George Town
  • Increasingly attractive for families attending schools in or near the area

Potential drawbacks

The biggest downside is traffic.

Tanjung Tokong is considerably more densely populated than some of the quieter residential areas, and traffic can become frustrating during peak hours.

For a family doing multiple school runs and commuting into George Town every day, this can become a real quality-of-life issue.

Housing can also be relatively expensive, particularly for newer or more desirable condominiums.

Our experience: Tanjung Tokong works particularly well for families who value convenience above all else — restaurants, shopping, groceries and modern condominium living. But you should be prepared for heavier traffic and a busier environment.

3. Pulau Tikus

Best for: Established neighbourhood feel and everyday convenience

Pulau Tikus offers a different kind of lifestyle.

It is closer to central George Town and has long been established as one of Penang’s more desirable residential areas.

Families who value access to local food, restaurants, medical services, markets and everyday amenities may find Pulau Tikus very convenient.

It does not have the same concentration of international schools as Tanjung Bungah, so school location becomes particularly important here.

For families whose children attend a school farther north or south, the daily commute should be carefully considered before choosing Pulau Tikus.

4. Gurney and the George Town Area

Best for: Urban lifestyle, shopping, restaurants and convenience

For families who enjoy being in the middle of everything, the Gurney and central George Town areas can be very attractive.

The biggest advantage is convenience.

You have easy access to restaurants, shopping malls, supermarkets, healthcare, cafes and many of the services that make everyday life easier.

The downside is that you are paying for that convenience.

Housing can be more expensive, and traffic and density are unavoidable in some parts of the area.

For families with young children, I would not choose Gurney or central George Town solely because it looks attractive on a map. The location of your children’s school should come first.

5. Bayan Lepas and Bayan Baru

Best for: Southern Penang, airport access and families attending schools in the south

Bayan Lepas is important because not every international-school family lives in northern Penang.

Straits International School is located in Bayan Lepas, close to Penang International Airport, Queensbay Mall and the industrial area. Fairview International School is also located in Bayan Lepas.

For families whose children attend school in this part of Penang — or for parents working in the Bayan Lepas industrial area — living closer to the south can make much more sense than living in Tanjung Bungah or Tanjung Tokong.

The area also offers convenient access to Queensbay Mall, the airport and many southern residential developments.

Why families choose Bayan Lepas

  • Convenient for international schools in the south
  • Close to Penang International Airport
  • Close to Queensbay Mall
  • Convenient for Free Industrial Zone employees
  • Often more practical for families working in southern Penang

The important lesson here is that “best area for international-school families” does not automatically mean Tanjung Bungah or Tanjung Tokong.

If your children’s school is in Bayan Lepas, living in the south may dramatically reduce your daily driving.

6. Balik Pulau

Best for: Families prioritising space, greenery and a quieter lifestyle

Balik Pulau is one of the biggest examples of why school location matters.

POWIIS has a campus in Balik Pulau serving older students, while its younger students attend the Tanjung Bungah campus.

Balik Pulau feels very different from Tanjung Tokong or central George Town.

It is greener, quieter and much less urban.

For families who value space, nature and a slower pace of life, it can be extremely attractive.

The trade-off is convenience.

You will generally have fewer major shopping centres, restaurants and urban amenities immediately around you, and travelling across the island can become a significant part of your daily routine.

For families whose school is in Balik Pulau, however, this calculation changes completely.

The Most Important Factor: School Commute vs Lifestyle

After living in Penang, we have found that families often end up choosing between two broad priorities:

Option 1: Live close to school

This makes sense when:

  • Your children are young
  • You have daily school runs
  • You want to minimise traffic stress
  • Your school is far from central George Town
  • You have several children attending the same school

Option 2: Live close to amenities

This makes more sense when:

  • You prioritise restaurants and cafes
  • You want easy grocery access
  • You spend a lot of time around Gurney or George Town
  • You prefer condominium living
  • Your children are older or have more independent transport

Neither approach is universally better.

It depends on your family’s priorities.

So, Where Should Your Family Live?

There is no single answer.

For families whose children attend schools around Tanjung Bungah, living in Tanjung Bungah or nearby areas can make a lot of sense.

For families who prioritise restaurants, shopping, groceries and modern condominium living, Tanjung Tokong can be much more attractive.

For families attending schools in Bayan Lepas, living in southern Penang may be a much smarter choice than following the traditional expat preference for the northern coast.

For families connected to POWIIS Balik Pulau, Balik Pulau itself may be worth considering.

And for families who prioritise urban convenience, Pulau Tikus, Gurney or George Town may work better — provided the school commute is manageable.

Our Biggest Lesson About Living in Penang

If there is one thing we would tell a family moving to Penang, it is this:

Choose your school first, then seriously consider where you want to live.

It is tempting to choose a beautiful condominium, a popular expat neighbourhood or a convenient shopping area first.

But after you live here, the daily school and commuting routine becomes one of the biggest parts of family life.

Penang is a relatively compact island, but that does not always mean that getting from one side of the island to another is quick or easy.

Traffic should be treated as a major factor when choosing your home.

A slightly less glamorous home that saves your family 30 minutes of driving every school day can ultimately be a much better choice than a more luxurious property in the wrong location.
