Cost of Living in Penang for a Family of Four (2025-2026)
Introduction
What does it actually cost for a family of four to live in Penang?
There are plenty of online cost-of-living calculators, but those numbers don’t always reflect real family life. Housing, groceries, restaurants, school expenses, transportation, children’s activities and all the small everyday purchases can make a big difference.
Important note: Our spending figures do not include international school tuition. The education figure in our 2025 records refers to education-related activities and children’s enrichment expenses, not school tuition. Our family has been living in Penang since 2025, so this guide is based on our own experience rather than a generic estimate.
We are using our household spending records from late 2025 together with selected 2026 transaction data to show what living in Penang has actually looked like for our family.
Because not every household expense was paid through the same account or payment method, these figures should be considered a real-life reference point rather than a complete accounting statement.
This guide is our personal look at the cost of living in Penang as a family of four.
Our 2025 Spending Snapshot
Our household spending records currently cover September through December 2025.
During this recorded period, our total spending was RM45,982.96.
The largest categories were:
| Category | Recorded Spending |
|---|---|
| Household | RM21,661.96 |
| Food | RM10,558.84 |
| Education & Kids’ Activities | RM8,748.97 |
| Health | RM1,598.70 |
| Transportation | RM1,104.26 |
| Social Life | RM803.62 |
These figures cover our recorded household spending from September through December 2025. Household spending includes both recurring and one-time purchases, so it should not be interpreted as a typical monthly budget.
One important point is that the Household category includes both recurring expenses and one-time purchases. This means it should not be treated as a normal monthly household budget.
Housing
Housing is one of the biggest variables in the cost of living in Penang
The amount you pay can vary significantly depending on the location, condo size, age of the building, facilities, furnishing and proximity to schools.
Our family does not live in one of the cheapest condos in Penang, so our housing cost represents a more comfortable family-oriented lifestyle rather than a minimum-budget option.
This is important when comparing our numbers with other families. A family living in a smaller or older condo, or choosing a different neighborhood, could have a significantly lower housing cost.
Electricity is another expense that varies considerably from household to household. In our case, we use air conditioning frequently, including keeping it running for much of the day, so our electricity bill is higher than it would be for a household that uses air conditioning more sparingly.
For that reason, we don’t think it would be useful to present our rent or electricity bill as a universal Penang cost. Instead, they are examples of what our family actually pays for the lifestyle we have chosen.
Groceries
Groceries are one of our most regular household expenses.
Our spending includes supermarkets and grocery stores, with purchases ranging from everyday food and drinks to household necessities.
One thing we noticed while living in Penang is that the grocery budget can change significantly depending on how much local food versus imported and international products you buy.
Eating Out
Eating out is an important part of family life in Penang.
Our real spending includes restaurants, cafés, fast food and takeaway purchases.
Penang makes it possible to eat relatively inexpensively at local food outlets, but restaurant meals, delivery services and Western-style dining can increase the monthly total quickly.
Education & Kids’ Activities
Our 2025 household records include RM8,748.97 in education and children’s activities.
Importantly, this figure does not include international school tuition.
Instead, it reflects the costs we actually incurred for children’s education-related activities and enrichment, such as lessons, sports and other activities outside regular school tuition.
This is an important distinction when comparing family budgets in Penang. International school fees can vary significantly depending on the school and grade level, so we treat tuition as a separate major expense rather than including it in our everyday living-cost figures.
Transportation
Our transportation costs include fuel, parking, tolls and other everyday transportation expenses.
The total can vary depending on how much a family drives, whether they use Grab or other transport services, and how far they travel for school, work and activities.
What Our 2026 Spending Looks Like
Our 2026 TNG eWallet transactions give us another useful look at everyday spending in Penang.
Unlike our more detailed household records from 2025, our 2026 records are not a complete household budget. However, they provide a useful snapshot of the types of purchases we make during normal family life in Penang.
Our transactions include groceries, restaurants, cafés, shopping, transportation, healthcare and other everyday expenses.
Examples of Our Everyday Spending
Groceries: Village Grocer, Jaya Grocer, Lotus’s and other supermarkets
Dining & Food: Restaurants, Burger King, Sukhothai, Foodpanda, Starbucks and local cafés
Shopping & Household: IKEA, Nitori, MR.DIY, Lazada, Temu, Uniqlo and Decathlon
Transportation: Fuel, parking and everyday transportation-related spending
Healthcare: Pharmacy and health-related purchases
Kids & Family: Children’s activities and family-related expenses
These transactions are included to illustrate our real spending habits rather than to suggest that every family in Penang will spend the same amount. Some expenses were paid through other accounts or payment methods, so the TNG data does not represent our complete household spending.
Healthcare
Healthcare and pharmacy expenses also form part of our real household spending.
These expenses can be relatively small during some months but can become significant when medical treatment or other healthcare needs arise.
Shopping and Household Setup
Our spending records also include purchases for the home and everyday life.
These include household goods, clothing, furniture, electronics and online purchases.
This is particularly important for families who have recently moved to Penang. The first year can involve many one-time purchases that should not be confused with recurring monthly expenses.
What Our 2026 Spending Looks Like
Our 2026 TNG transaction history gives us another useful look at everyday spending in Penang.
These transactions include groceries, restaurants, cafés, shopping, transportation, healthcare and other day-to-day purchases.
Examples include spending at Village Grocer, Jaya Grocer, Lotus’s, IKEA, Nitori, MR.DIY, Uniqlo, Decathlon, Lazada, Temu, Starbucks and local restaurants.
The 2026 TNG data is not a complete household budget because some expenses were paid using other accounts or payment methods. However, it gives a useful picture of the types of expenses a family encounters during normal life in Penang.
Our Biggest Lesson
The cost of living in Penang is not one fixed number.
A family can live relatively economically by choosing local food, more modest housing and fewer discretionary expenses.
At the same time, costs can rise considerably when you combine international schooling, a larger modern condo, imported groceries, frequent restaurant meals, private healthcare, a car and children’s activities.
For us, the biggest lesson has been that the cost of individual items is only part of the story.
It is the combination of housing, education, food, transportation and everyday lifestyle choices that determines the real cost of living.
How Much Should a Family of Four Budget for Penang?
There is no single monthly budget that works for every family of four in Penang.
Our own spending shows why. Housing choices, school fees, air-conditioning use, food preferences, transportation and children’s activities can all have a significant impact on the final number.
For a family planning a move to Penang, we would recommend building the budget in separate categories rather than relying on a single cost-of-living number.
Housing should be considered separately because rental prices vary widely by condo, location and size.
International school tuition should also be treated as a separate major expense because it can vary significantly between schools and grade levels.
Everyday living costs such as groceries, dining, transportation, healthcare and children’s activities are more useful for comparing the underlying cost of daily life.
Your actual cost of living in Penang will depend heavily on the lifestyle your family chooses.
What Can Make Your Penang Budget Higher?
A family is likely to spend more when choosing a higher-end condo, using air conditioning frequently, buying imported groceries, eating out often, using delivery services, owning and driving a car, paying for private healthcare, or enrolling children in multiple extracurricular activities.
These are lifestyle choices rather than unavoidable costs, which is why two families living in the same city can have very different monthly budgets.
What Can Keep Your Penang Budget Lower?
On the other hand, families can reduce their monthly spending by choosing more modest housing, buying more local products, cooking at home more often, using local restaurants and food courts, limiting delivery and choosing fewer paid activities.
Penang offers enough variety that families can choose a lifestyle that fits a wide range of budgets.
Our Experience Living in Penang
Living in Penang as a family of four has taught us that the real cost of living is much more personal than a single number on a cost-of-living website.
Our own spending has varied depending on housing, food choices, children’s activities, transportation and the way we use our home.
We also found that some costs are relatively easy to control, while others depend heavily on the lifestyle you choose.
For our family, Penang offers a good balance between quality of life, convenience and access to family-friendly amenities. But the budget that works for us may be very different from the budget required by another family.
That is why we prefer to share our actual experience and spending patterns rather than suggest that there is one “correct” cost of living for a family in Penang.
Final Thoughts
If you are considering moving to Penang with your family, start by estimating your housing and school costs first. Then add your expected spending on groceries, dining, transportation, healthcare and children’s activities.
The more closely your budget reflects the way your family actually lives, the more useful it will be.
We will continue updating this guide as we collect more real-life spending data from our life in Penang.
For us, the cost of living in Penang has been a balance between comfort, convenience and family needs.
